　2017年12月10日に、ノーベル平和賞の授賞式がノルウェーのオスロ市庁舎で行われました。受賞したのは、国際NGO「核兵器廃絶国際キャンペーン(ICAN=International Campaign to Abolish Nuclear Weapons)」。授賞式では、ICANのベアトリス・フィン事務局長と、ともに活動されてきた広島の被爆者でカナダ在住のサーロー節子さんが登壇し、メダルと賞状を受け取りました。今回は、サーロー節子さんが核廃絶を力強く訴えた演説を、ぜひ全国の大学生に読んでもらいたいと思い解説いたします。

　演説は、次のようなメッセージで始まります。

It is a great privilege to accept this award, together with Beatrice, on behalf of all the remarkable human beings who form ICAN movement. You each give me such a tremendous hope that we can -- and will -- bring the era of nuclear weapons to an end.
I speak as a member of the family of hibakusha -- those of us who survived the atomic bombing of Hiroshima and Nagasaki.

「“hibakusha” の一人としてお話しします」と述べられているように、サーロー節子さんが13歳の少女だったとき、広島にアメリカが最初に原爆を落としたときの経験が、前半で語られます。

At 8:15, I saw a blinding bluish-white flash. I remember having the sensation of floating in the air. When I regained the consciousness in the total darkness and silence, I found myself pinned under the collapsed building. I knew I was faced with death. I began hearing faint voices of my classmates around me: Mother, help me. God, help me. Then, all of a sudden, somebody shook my left shoulder from behind, the man saying: “Don't give up！ Keep pushing！ Keep kicking！ You see the sunray coming through that opening？ Crawl towards it as quickly as possible."

　そして、這い出てみると生きたまま焼け死んでいく級友の姿が目に入ります。: Most of my classmates in the same building were burned to death alive. そして幽霊のような姿の人々が行列になって、足を引きずり通り過ぎて行きます。その無残な傷を負った人々は、Grotesquely wounded people, they were bleeding, burnt, blackened and swollen. Parts of their bodies were missing. Flesh and skin hung from their bones. Some with their own eyeballs hanging in their hands. Some with their bellies burst open, their intestines hanging out. The foul stench of burnt human flesh filled the air.

　こうして一発の爆弾で、広島の町が壊され、サーロー節子さんの家族や351人の学友が亡くなりました。そのことに対して、Today, I want you to feel in this hall the presence of all those who perished in Hiroshima and Nagasaki. I want you to feel, above and around, a great cloud of a quarter million souls. Each person had a name. Each person was loved by someone. Let us ensure that their deaths were not in vain. と述べられています。

　この演説の前半で語られた経験を踏まえ、後半で核廃絶に向けて取り組んできたICANへの思いが語られます: But still some refused to see Hiroshima and Nagasaki atrocities -- as war crimes. They accepted the propaganda that these were “good bombs" that had ended a “war, just war." It was this myth that led the disastrous nuclear arms race -- a race that continues to this day.

　現在、8カ国(アメリカ、ロシア、中国、フランス、イギリス、インド、パキスタン、北朝鮮)が核兵器の保有を表明しています。日本は、昨年の7月7日にICANが提示した核兵器禁止の条約(Prohibition of Nuclear Weapons)の討議に、世界の国々の大多数(122カ国)が賛成票を投じたのに対して、討議に参加することもしませんでした(討議に参加して反対票を投じたのはオランダのみ)。ぜひ、サーロー節子さんの演説を聴き、ICANのwe will keep moving and keep pushing and keep sharing this light for others. This is our passion, our commitment for our one precious world to survive. というメッセージ(バトン)を受け取って下さい。
